ACO 2000-1 included a 25 percent penalty and GST. The applicants requested a review of this order and the Board found that Prince was at all times the licensee and 100 percent working interest participant in the wells and that it was properly named in the order. The Board also found that Richard Yu was at all times a person in control of Prince and was properly named in the order.
