- EUB Decision D99-07 Addendum B on application no. 980197 to amend Approval no. 8101 in respect of its existing oil sands mine and processing facilities in the Fort McMurray area. This Project, referred to as Project Millenium, consists of an expansion to the Steepbank Mine; an oil sands extraction plant on the east side of the Athabasca River; modifications to the existing extraction plant on the west side of the Athabasca River; addition of a second processing train to upgrade oil sands products; utilities and other related infrastructure; an integrated reclamation plan for all of Suncor's mining areas;

- Use of TV/BIP ratio equal to 15 to measure ongoing performance with regards to determination of appropriate pit limits.
- Suncor must submit evaluation that determines final mining limit and detailed geotechnical designs for the north and northeast dumps prior to construction of the dumps
- Suncor must submit an assessment of the impact of relocated extraction plant on resource recovery, environmental, and mine and extraction operations
- Suncor must study ways to minimize size of in situ plug
